When you think about how much CSS has done for web page designs it is hard to understand that no one before now has thought of it when producing cartographic designs too. Imagine how quick and easy you could define a map that looked nice and even then at the same time were easy to customize ... independently of MXDs (if that's what you use) or any other map project file type. The below described scenario renders the map data IN the browser ... but that is far from how things do and can work today using the technology presented by todays GIS vendors. However, separating data and map design should be done as soon as possible and it should be pushed all the way out to the end users to decide which GSS to be used ...

GSS: geo style sheets
Just like CSS for styling web pages, GSS is a specification for designing maps. Adapted for dynamic data sources, GSS can define changing geographic elements, display multiple datasets, and even respond to contextual tags like "condition:poor". [...]

SvarSlet"Map templates make it easy to reuse or standardize a layout, or even the same data or customization of the ArcMap interface, on a series of maps. Using a template can save you time since you don't have to manually reproduce the common parts of the maps. Like maps and layers, templates can be shared within an organization to increase productivity and standardize the maps that the organization produces."
