Why not a Web-based ModelBuilder?

When I first saw Popfly from Microsoft I was thrilled (http://gisdk.blogspot.com/2008/07/popfly-create-mashups-in-no-time.html), but I was at the same time thinking that ArcGIS model builder somehow should/had to be web based in a way just like Popfly. You could define tools like Popfly blocks and create the coolest geoprocessing tasks in your browser ... and publish them as well. I wish that the manager in 10.0 were equipped with a web based model builder interface, please!

From ArcGIS 9.3 Desktop Help - imagine it in a web browser.

Yet another refrain of : Web2.0 means anyone can be a publisher.

Right now Modelbuilder is part of ArcGIS Desktop. Modelers create and test models, then publish them by creating a new geoprocssing service on ArcGIS Server.
Why not provide a thin client version of model builder, allowing people from outside the firewall a way to create and edit models?

That way, a cool geoprocessing task like this could be developed by a 3rd party.
